The pass is issued by JR West and is available to foreign visitors travelling on a tourist visa, making it a practical option for those exploring Japan beyond the capital.

The pass grants unlimited rides on JR West lines within the Kansai area, including the Haruka Airport Express between Kansai International Airport and central Osaka or Kyoto. It is available in one, two, three, or four-day consecutive formats. Tickets are collected at designated JR ticket offices on presentation of a passport, and the pass activates from the first day of use.
